I've no idea, but I'm guessing, it's for the Windows Store version of the game, not Java.

What version of Minecraft are you trying to get it for and on what device?

When I click on that it opens up the Win-10 edition (or rather asks me if I want it to) and hooks me up to the Marketplace or something and I can download it from there.

If you want it for a mobile device or console I believe you would have to open the marketplace on that device.

I'm trying for 1.14 on my PC which is updated to windows 10

    I go to minecraft.net
scroll down and click the "Download Free Map, Help Charity:Water" link
scroll down click "or click this link to get the map"
    click "Get this item"

and then it opens a new tap "untitled" with
    minecraft://openStore/?showStoreOffer=23af649a-45dc-45ca-bb3e-c329df6a9518
in the address bar and its just a blank page

Windows 10 edition, or rather I should say Bedrock edition, is a seperate entity from the java version of the game. Bedrock is essentially pocket edition ported up to computers and consoles while the java is the original version of the game. The travelling trader is for Bedrock and thus can not be used on the java edition

That makes me sad inside man...I was having the same issue as the OP and was starting to flip a little, My issue was it would open up the marketplace as if "See what you like, then return to the counter, we'll set you up." I click, and it would ask me to buy the game again. So it made me feel it wasn't a matter of my system. But just to affirm, P.C Java CANNOT, get this download, correct, and the only way to get this would be to buy it on another system such as my phone? (Which I thought of anyway, Minecraft is fun, having it on the go like that...not a bad sounding idea.)

Assuming you have the Windows 10 Bedrock edition, you should download add-ons from within the game. I started Windows 10 Minecraft Bedrock, clicked on "Store", and a modded world called "The Traveling Trader" by Jigarbov was the first featured add-on. I clicked on the "free" button and the world was installed.
